In car accidents, What does non accident mean?

I was in a car crash today when some lady side swiped me taking off my mirror. I looked up her penalty on the internet..he penalty for a violation of this statute is a maximum fine of $500.00, points(4 if an accident-3 in non-accident scenarios), and possible court ordered traffic school... What does non accident mean? Without injury? If I didn't have injury does she still get points added on? Thanks in advance.
